Irrigation projects worth Php 124.154M extended by Department of Agriculture - Caraga Region has gone through evaluation in a project dubbed "Assessment and Profiling of Small Scale Irrigation Projects (SSIPs) from 2010-2016. The agency commissioned FREEDOM, Inc. to provide services in tracking 78 irrigation facilities and 175 units of pump and sets in 5 provinces in the region which FREEDOM, Inc. completed in four months through semi-structured interviews with officers of beneficiary organizations and geotagging of structures and equipment.

The evaluation revealed that out of 252 projects, 24 irrigation structures and facilities worth Php 20.554M like Small Water Impounding Project (SWIP), Diversion Dam (DD), Small Farm Reservoir (SFR), Solar-powered Pump (SP), and Ram Pumps were not functioning, and 24 pump and engine sets worth Php 1.959M were not used. Analysis of the government's investment in functioning irrigation structures is at Php 80,373.00/ha.
FREEDOM, Inc. made recommendations to avoid the repeat on the defects found in the project proposal stage, delivery and turn-over, utilization, monitoring and evaluation.

Sources of funds were from programs like High-Value Crops Development Program (HVCDP), Bureau of Soils Water Management (BSWM), Communal Irrigation Development Project (CIDP), and Rice Program. The irrigation projects extended by the department is mandated by Republic Act 8435 - Agriculture and Fisheries Act of 1997 or AFMA Law providing for the modernization of the agriculture and fisheries sectors that aim to improve incomes and profitability and to keep up with the challenges and to keep up with the challenges of globalization.
